utf8 time format problem

Hi

the_time function has a problem about showing the post date in format “j F Y l” (last one is little L). It does not matter even we call setlocale manually as ‘tr_TR’. we are getting the current one with getlocale function and seems it is true, tr_TR. but nothing. the function shows tukkish characters as question mark. Sample: 15 Temmuz 2015 ?arsamba
