Unfortunately M2 doesn’t have this option but perhaps plugins like these would work for you:

I tried these two plugins but unfortunately when the Admin approves the user’s registration, the user doesn’t appear as part of the membership he did select to register into.

Can you try downloading the add-on I linked below, unzip it and place it in your wp-content/plugins/membership/app/addon/
After this you will see new User Activation add-on under Membership 2 > Add-ons.

Once activated you will see Membership 2 > Unapproved Users panel where you can approve users that registered for free membership.

Please note that this is not official add-on so it’s not guaranteed to work and we can’t offer support for it.
