Double tap on image with hover

Hello

I have created team page using Circle style, hover effect working fine in desktop device but when i open this page in mobile when i tocuh on image its opening link just after hover so i need double tap like when user click on image showing hover text etc whatever i set and then again click on that and then redirect to particular link. how it is possible ? any quick solution please.
