Recaptcha not showing unless admin account is logged in

Kind of an issue that is odd to me – have tried all the disabling of plugins and usual TS. Any ideas would be appreciated.

The recaptcha is not showing unless the administrator account is logged in and then it shows under the browser that is logged in. I log into WP in Chrome -> Visit Site -> Contact Us – recaptcha is working:
Try another browser like Firefox and no recaptcha:
Log out of WP and view in Chrome -> no recaptcha
