block one to all except one country

    On the frontend tab select Block visitors from visiting the frontend of your website

    Select the countries you want to block.

    On the categories tab select: Do you want to block individual categories

    Do not select any categories.

    On the pages tab select Do you want to block individual pages

    And select the page(s) you want to block.

    That should do the trick.
