site background m3u to play

hi
its real difficult to find a plugin or a script of some sort to do
one of either of these two options.

option 1
play, stream mp3 or m3u across my site pages without stopping or restarting the song.

option2
to open a popout window with a simple player to handle mp3’s or m3u,

if you do have a solution please help me out.
