How to make twenty seventeen a one page website

How do I change Twenty Seventeen so that-

1. I have a one page website (I have 1000 word text that i want in the front page, followed by a contact form).
2. I want a menu on the front page that will jump down to sections within that 1000 word text to various headings which are optimised for SEO with H1, H2 tags etc

To achieve this, do i put all the content into the “Frontpage” page, or do i create a new page in addition to the Frontpage, and then add that to a frontpage section?

how do i create the menu to jump to the headings in the text?
