User should not be able to edit user profile of user with Webmaster User Role

if a user that is not administrator, but has the right to edit other users, what do we have to change, that he is not be able to edit user with webmaster user role (admin)? Currently he is able to change “admin” (Webmaster User Role).
It is necessary that this person is able to edit user data.
