Remove Emoji from URL

I’m facing a issue a website where i find the need to remove emoji support from urls:
https://test.org/this-is-a-test-??/
to
https://test.org/this-is-a-test/
I still want to keep the emojis on the title, but on the url… i think this should be disabled by default on wordpress. Can i achieve this with some sort of function?
