Sending emails to groups from web page

    Hello

    I have been searching through the available plugins for WordPress but cannot find what I am looking for.

    I have a web site that targets a number of regions, each region has a representative and I would like to add the facility for them to bring up a page on the site, select a list of recipients, enter a message and press send.

    All the plugins that I have looked at and tried so far require the use of the Admin sidebar to do this and I do not want to expose that to the region representatives.

    Can you recommend a plugin that will do this?
