    Here’s a quick fix. Go to Appearance → Customize → Additional CSS and copy & paste this rule:

    
    #comments {
       background-color: #f2f6fa;
       padding: 25px;
    }

    this kind of solved Blog issue, thought response appeared in weird way, not on the same block under actual blog but as a separate post I take it with weird comment to the head line “1 thought on ….”

    I don’t think a plugin is the problem, it looks to be more likely a customization of one of the theme modules (maybe single.php?). And it looks like the Twenty Sixteen theme has been heavily customized. You should hire someone to take a look.
