    As it stands, any logged-in users can submit new events and I can set it up so that they are pending approval. However, I want to prevent regular users from submitting events at all. I would like to make it so that only admins can submit events.

    To be clear, I understand that I can set up the option to make it so that regular subscribers must have submitted events approved. However, I really just want to make it so my regular subscribers don’t have the option to submit events at all.

    maybe you can try to turn-off user capability edit_events under events > settings > general > user capabilities then under Subscriber role
