Add shortcodes button shows blank

I’m not sure with which version of WP this started happening, but while the shortcodes still work, the “Add timed content shortcodes” button no longer displays the content inside the pop-up to generate the codes. When I inspect the code in Firefox it shows some tinyMCE related errors, so I suspect some missing dependencies.
