Twenty Seventeen WordPress Theme options not visable

Hello, I installed wordpress Twenty Seventeen theme and can’t change two column to one. I tried go to customize menu, but I do not have “Theme options” visible. I have tried multiple times to set up my front page, that didn’t help, I have disabled all plugins and widgets. Theme is all clean, nothing changed. I am using WP 4.8.
I am lost, please help. ??
