utf8 url’s not redirecting

My site has some old url’s in Hebrew (utf8 – i think) which I’m trying to redirect to normal ascii char permalinks.

The 404 section logs those properly. And allows me to create a redirect item for those urls (relative urls. eg. /????? redirected to /about )

However in the redirect table it shows the rule as getting 0 hits.

A similar ascii-char redirect ( /asdf redirecting to /about) works fine. logs hits and redirects.
