Blog navigation on main page not working [1, 2, 3, Next>>, etc]

So far as I can tell, this may never have worked. It wasn’t a big deal for a while, but we now have so many posts that it’s awkward not being able to go to past collections.

On the bottom, the user is offered a chance to go to more pages, and the resultant URL seems to suggest this would happen, but the collection shown never changes.

How do we get past this?
