How to change header image placement

  • I am using a custom header image on my blog https://www.thetightwadtourist.com. The image looks great on the home page, but when it is reduced to 165 px height on all of the other pages it focuses on the center of the picture. How can I choose what part of the picture is shown by adding additional CSS in my theme customization?

    Additionally, I would like to fix it for the mobile and tablet versions. I know how to create a media query, but just need to know how to specify placement.

    (I know very little about CSS, but can understand it conceptually and can follow instructions.)
