Moving taxonomy to the top?

    How to move taxonomy to the top? I tried to switch the position between the content and meta taxonomy, but always failed. Already switching both parts on design-manager, design-1 template, etc, none of my tweak working. How to to this? Which part that govern the loading sequence of the content elements?
