How change item order

Unfortunately the only way to change the order is to modify the output using a filter: https://github.com/billerickson/display-posts-shortcode/blob/master/display-posts-shortcode.php#L522

That filter includes all the component pieces that are assembled, so you simply change the order and return again. Ex:https://gist.github.com/billerickson/02fbe4ebcd1906ea50f6cce6e24f2098

Note that the excerpt more link is part of the excerpt. If you need the date to come between them, you’ll need to disable the excerpt more link and manually add your own link after $date in the filter.
