Footer not extending on overflow

Hey all, I’m using the innovation lite theme for wordpress. I’m setting up the page so that when there is overflow, it will scroll to the side. Problem is the footer is not extending past the overflow, and thus it remains chopped off at the original placement. Is there a way to get the footer to extend past its original window area while also keeping the size of the footer dynamic?
