RTL issue with WP editor

Hi,
I was waiting for 5.3 release for a month with the hope that it will resolve the issue of the editor.
At the beginning i thought it has something to do do with TinyMCE Advanced.
Well, today I updated to 5.3 and still getting this error message:

The point is that on this site I did not installe TinyMCE
This test site is RTL (Hebrew).
When switched to English the problem gone away.
It Looks like you are missing the editor style file of the contact form for RTL.
Another point, I’m not using the contact form of JP
