    OK, fresh install of WP 4.8.1 on a fresh install of WAMP. The visual editor does not appear, just simple text editor. Only changes to WP is changing permalinks. Only Askimet is installed, but not activated.

    Haven’t seen this before and don’t want to proceed with my development until this is fixed.

    Appreciate any assistance!

    Problem is only in IE11. Visual Editor appears properly in Chrome.

    -Try adding this to wp-config.php file above the /* That’s all, stop editing! Happy blogging. */ line so it looks like this:

    define(‘CONCATENATE_SCRIPTS’, false);

    Just figured it out…
    IE has Intranet sites set to Compatibility Mode by default. Turned it off and the editor appears as it should.

    A couple of quick things to check:

    A) Dashboard > Users > Your profile > Make sure the “Disable the visual editor when writing” box didn’t somehow get checked.

    B) Because this is a new WordPress install on a fresh WAMP instance, don’t rule out the possibility of an incomplete or corrupt file transfer/copy/paste, from your WP source to your /WWW directory

    I can’t think of anything else that might cause that on a brand new installation.
