Dashboard look & feel

Hi, I’m new to WP, apologize in advance for such a basic question…

I have seen several postings with “screen captures” showing the WP dashboard with “taps” and “menus” up on the top rather than the left side column.

Assuming there’s a plugin to make WP look like this, I’ve searched everywhere but have not found it yet. You direction is appreciated.
