Help with installation

I tried installing with the instructions from this site.

with this part I filled in the info as

Saved it as wp-config.php went to open /wp-admin/install.php and it said

Failed to Connect

Firefox can't establish a connection to the server at 209.190.85.46.

Though the site seems valid, the browser was unable to establish a connection.
