    We’re developing free PHP IDE, supporting WordPress.
    In current version the following abilities have already been implemented:

    – WordPress Functions and Arguments Autocomplete
    – WordPress Context and Dynamic Help

    but the wordpress plugin for it costs
    $24.95 which you failed to mention.

    yes, but main IDE is free absolutely

    It has almost all abilities that Zend has + Firebug style HTML code inspestor
