I use this plugin with Country Caching For WP Super Cache, to get IP country database updated periodically, and check for EU users (with cca_is_EU() function) at Cookie notice plugin. Easy to configure and use.

Does exactly what’s needed and with much better options than the other plugins i used.
I had few questions on the setting and every time received in depth reply within 24 hours.
