How can I get rid of the first 3bar responsive menu icon?

I must first click on A) 3bar icon, then B) 3bar icon menu will appear, then click on B) 3bar icon to show the menus which works great,

so How can I get rid of A) 3 menu bar, and just use your responsive 3 bar icon and make yours appear when in tablet or smartphone width?
