How can I use both the checkbox and have the ability to add custom tags?

Seems to be broken with 3.5.1 – just tried it out, the box does not appear.

I discovered this plugin and it seems to be working partially. I have my tags associated with my custom post_type, however when I select tags and click update the selected tags are no longer selected. What do you propose?

plugin works as I need but I wonder if I could restrict my taxonomies instead of tags.
The code is simple but I can’t find where to make changes..

Upon activation I get the following message:

Parse error: syntax error, unexpected T_STRING, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or ‘}’ in /home/username/public_html/wp-content/plugins/manage-tags-capability/manage_tags_capability.php on line 13

And no activation takes place.
