In the admin menu>Settings>picasaweb, it tries to open wp-admin/picasaweb/picasa.admin.php.

When in fact, it’s located in wp-content/plugins/picasa/picasa.admin.php

is this a simple bug, or am I missing something?

PicasaWeb admin interface tries to be at https://site/wp-admin/picasaweb/picasa.admin.php without registering a rewrite or putting a file there.

The link was inserted at a single line, but didn’t change into a gallery.

I’d also recommend changing the concept of a link into a different tag, e.g. [picassaweb “test”] because it allows error messages when the input is invalid.
