This plugin still works perfect for me. Just make sure that your wp-cron.php file is active in a cron job or is just enabled.

I have specified categories and a change duration of 1/day .. then brought it down to 1/minute.. still same problem
Need a feature that can actually set the starting Date and Time for the first post in a category and then every 12 hours, 24 hours etc. afterwards. There is no plug-in that can do this right now.
