I tried _Post via Dropbox_ on a fresh install but it doesn’t work.

Ok, it works:
The Dropbox folder is:
Dropbox/Applications/Post_via_Dropbox/
Not “Apps”.

Came across this plugin only yesterday and it’s brilliantly simple but effective. I was writing posts as text files and saving them in Dropbox, later copying/pasting them into WP. This automates the whole job for me.
