Please be aware, not all themes enable WP Toolbar. May be you can use your menu as floating widget

Finally, I found a Template Chooser which works without issues on the lates WordPress version.

Would it be possible to also add a function for saving the chosen theme to the user, if logged in? That would be nice, because then, registered WordPress/Buddypress users could have individual themes for themselves.
