Not really free, but free for a limited amount of affiliates. You will be paying monthly for affiliates to signup.
You also have to register on a 3rd party site. 20 affiliates wont get you anywhere, on average 1 in 1000 affiliates actually sell something. 1000 affiliates would cost you $25/mo.
There are better solutions out here that have one time prices or are free for real.
