We have been added code snippet of the plugin, but it is showing only notice for user. But doesnt disallow to make an order. Yes?

Hi thank you for this plugin. I have a query that can I set minimum order based on postal code ie from some cities i dont want to accept order less than 15$ and from other cities order should not be less than 25$.Like this I have 4-5 conditions is it possible? Please help
