I tested the Simple Plugin Selector plugin with ClassicPress 1.2 and while I didn’t see the ‘require’ warning that you saw, and therefore I can’t fix it, I did see 3 other nasty looking errors.
Updating to the current version of ClassicPress, version 1.6, fixed all the errors.
Going forward, the Simple Plugin Selector plugin will not support ClassicPress, although it may work.

This plugin works (on WP 6.0; 6.1 and ClassicPress 1.2; based on WP 4.9x) only when I did rollback to the older version (1.0.4). The newer one gives “fatal error”:

I had tested your plugin and it seemed to be working but after some time my woocommerce site started behaving strangely:
* Some woocommerce content was not showing
* Pages in different language versions were not correctly linked,
* Some pages were redirected to home pages
In fact any time I create a page the plugins might not be activated and since a plugin like woocommerce creates pages this was the reason it was not working properly.
Maybe the behaviour could be to activate all plugins even those that are “Sometimes” activated whenever a page is created (including automatic creations)?

So I tested it on this page https://pandauino.com/en/powmeter-shield-for-nano/. My site has
* the woocommerce plugin that loads ajax to update the cart on every pages
* a side cart plugin that does the same
I tried to de-activate them using your plugin / sometimes / not don’t load but the admin-ajax script still loads.
I really don’t know the technical details on how the admin-ajax script is added to the page so can’t tell you much more.
At the moment the trick I use on the main pages like https://pandauino.com/en/home/ is to let the admin-ajax load but give en empty answers to requests from admin-ajax that reduces the load time from 1.5 s to 100 ms.
