Personally I’ve tested this bash script and seems to work well.
I’ve had only one project I could test it on but it worked. Combined to other techniques I was able to avoid any NFC combining accents characters in the website (either filenames or database).

It would be better if there is a way to change the content (elementor) before saving it to the database.

wp-content/plugins/unfc-normalize/unorm/lib/unorm.js to the front end. Does this js need for front end?

Could the “Tested up to” version be bumped for this plugin?

It is still useful since the issue remains. I haven’t tried it extensively by any means, but it seems to work in 4.9.4.
