Doesn’t work in Customer Payment Page

Whenever an order has a failed payment, the Shop Manager can access that order via admin to access the Customer Payment Page. The Shop Manager can assist the customer with the payment on that page.

Unfortunately, the popup no longer works in that page! Also, both [Agree] and [Disagree] buttons don’t even appear!

Please advise on a fix. Thank you.

Call plugin on Checkout page only

Is there any way to call your plugin on the Checkout page only?

The reason is because all data to creating the popup is called forth in every page, when I view the source code.
