I really wanted this plugin to work, it was just what I needed.
Unfortunately it turned out to be unstable and even after deleting and purging the cache it plagues my website with flags. Do not recommend installing. =\

Simple plugin to add flags, but didn’t work out of the box. Had to spend time resolving PHP issues. I’m sure many folks could really use this plugin but it’s still more of a beta than a release candidate.

Author however has been completely unresponsive to support requests.
