I just downloaded wordpress 2016 for the first time. Under my wp-admin I do not have the option of manually installing themes. Has this feature been taken away?

]]>This exact error message has previously been mentioned on the Forum (3 months ago)with an answer that said : This typically means that openssl on your server is out of date, unless of course www.ads-software.com is actually offline.You’ll need to ask your hosting provider to upgrade openssl on the server to the latest release (currently 1.0.2e)
Having spoken to my hosting provider they assure me that the latest release is operative.
Has anyone else come across this problem?
Please make any replies as simple as possible. I am not a “teckie”!

I have tried completely deleting and freshly installing WordPress but that hasn’t worked, I haven’t uploaded any themes or plugins other than what comes with a standard install. I tried debugging using wp-config.php but couldn’t see any error messages popping up.
Themes can be searched and installed fine, it’s just plugins that I’m having an issue with. This is the first time I’ve come across this after creating many wordpress sites, all using the same hosting etc.
]]>I’m running a 3.7.1 WP installatio on a commercial website hosted by 1&1 (in Spain) since about 3 three years and NO PROBLEMS to dat.
Unfortunately yesterday I was thinking about change the visual layout of my site and considered upload and install a new theme.
I went to the appereance sectrion, I choosed Themes and saaw that the INSTALL THEME butoon was gone!!!
I already deactivated all the plugins but no effect. I didn’t do anything strange lately, just post articles.
What may be happened?
How can I get Install Theme button back and finally be able to install new themes once again?

And I have followed the instructions to add my Wordpres theme from themefoest.com….and have checked to see that the subfolder of the theme has similar contents as the existing theme that is showing, which I don’t want to use……but this new theme does not show so that I can click on “ACTIVATE” as instructed to add it to my site.

]]>You can download Themes directly to your blog by using the Add New Themes option in the Appearance sub-menu.
Log in to the WordPress Administration Panels.
Select the Appearance panel, then Themes.
Select Install Themes.
Use the sub-menu or the Search or Filter options to locate a Theme you would like to use.
Click on the Preview link to preview the Theme or the Install link to upload the Theme to your blog.
Use the Upload link in the top sub-menu to upload a zipped copy of a Theme that you have previously downloaded to your machine.
HOWEVER:
Once I select the Appearance panel, and then the Themes panel, I do not get the option of Install Themes. I only get the MANAGE THEMES Window.
What should I do now?
