This is an existing site that’s been up and functioning since 2017. Several plugins installed for various additional features, but nothing too strange.
Her business model includes allowing customer to “subscribe” to the cart contents for 4, 6, or 8 weeks. The PayPal Checkout Gateway was the only plugin (at the time) that allowed this in combination with WooCommerce Subscriptions and WooCommerce All Products For Subscriptions.
The site is now complaining we’ll need to upgrade to PayPal Payments. I attempted this by following the upgrade guide (found here: https://woocommerce.com/document/woocommerce-paypal-payments/paypal-payments-upgrade-guide/) but when I got it all setup (yes, enabled the PayPal Gateway, yes, setup and connected to her business PayPal account, etc), and then disabled her existing PayPal Gateway plugin, receiving the message “Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements.” during checkout.
This is less than ideal. I spent about 2 hours researching, debugging and testing (LATE at night so as to not affect her real customers) to no avail.
Reaching out for some help with the problem.
I’ve had to deactivate the plugin since having it active means her customers can’t checkout. Remaining on the original PayPal Gateway plugin but running out of time (March 1 is cutoff for the current plugin) to upgrade.

]]>When an order refund is issued within the Woo order page, I have the option to refund Manually, or refund via PayPal Gateway.
When refunding via the PayPal gateway (single action to refund the Woo order and reverse the PayPal charge), the customer gets a refund email notification (from the website), as well as a PayPal email notification (from PayPal) of the refund amount, all the steps are being recorded under the order notes in the Woo order page. All looks well….. apart from the fact that the Woo order status remains unchanged (e.g. remains at “processing” stage).
I find it difficult to believe that this is not a bug and that to complete the process a secondary manual action is required by the user? If I manually change the order status after the refund is actioned, then the customer receives a separate Refund email notification (in addition to the one already received previously).
To me it sound like the “woocommerce_order_status_{current order status}_to_refunded” hook is not actioned, as mentioned previously on Github here: https://github.com/woocommerce/woocommerce/issues/20551
Any pointers on how I may attempt to troubleshoot this?
