how to NOT show a dashboard for regular user

Hello,
This is trickier than it seems… please read whole thing:

Requirements:
1) do not allow a user to view a dashboard, rather redirect users to the /user/page/
2) do not prevent user activity/fuctions/user logic from happening (ex: submitting data, forms, uploading images, etc etc).

NOTE: it seems many user processes need wp-admin files??? which is currently giving me the problems

3) allow admin users to view the admin dashboard

Just edited wp-admin/menu.php
and made line 41 and 43
$menu[2] = array(__(‘Dashboard’),’1′, ‘index.php’);
instead of
$menu[2] = array(__(‘Dashboard’), ‘Read’, ‘index.php’);

Hello

I apologise if this has been asked elsewhere, but I searched and didn’t find the answer to my specific question- that is:

How can I actually remove certain information from the dashboard? I don’t want to display wordpress news or development blog.

None of the plugins I have tried seem to be able to achieve this due to being out of date or overly complex.

You can easily move the blocks around, but why didn’t the developers add the ability to remove selected blocks?

I am allowed people to register, and I don’t want them to see the “Incoming Links” and other stuff. However, I want to keep it for only admins. So, I need an if command of some sort. If admin, then show “Other WordPress News”, “Right Now”, and “Incoming Links” else show none.
