At this time, you cannot customize Wordfence’s block pages or emails, although you can add custom text to the block page in the Wordfence > All Options > Brute Force Protection section. The login security part of the plugin does need an update for translation to work, but it will work then for languages that have enough community translations for WordPress to generate the language files.
We have a development case open at the moment to introduce this functionality along with the wider customization of Wordfence emails and error page content. However, I am unable to comment on exact delivery timescales here on the forums.
