I guess here is a misunderstanding – this plugin (Toolbar Extras) is not intended for the use with wordpress.com in the first place.
However, I have users who have managed to successfully use it also on wordpress.com – with a bit of custom code that would be needed there. See this user’s experience:

I would encourage you to try again with this above linked workaround and report back if that works for you. Please be aware that plugins can only be used on wordpress.com if you have a premium plan — but that has nothing to do with my plugin or anything that is platform related to wordpress.com
Please note: I am not a user of wordpress.com and have no premium plan there so I cannot test it. But for self-hosted sites (www.ads-software.com) it works with the same principle with the “Jetpack” plugin and I could successfully verifiy the workaround was working.
