0 Sales Tax after failed order

Hello,

We have used your plugin for the past several months and have noticed a trend with failed orders. Once they fail, and the customer fixes the problem, be it cvs code, zip code, or whatnot, there is a 0 dollar tax added. Is this anything that anyone else has seen?
