Running multiple blogs under one install?

Hi all,
Let’s say I was trying to start a massive community-driven political site. One of desired features is that registered candidates be able to publish to their own blog through the site.
Would I want to do multiple WordPress installs, or run everything off of one, with each blog set to filter for posts only by a certain user, for instance.
Any resources on this topic would be greatly appreciated as well. Thanks!
