2 installs, 2 domains, same content

I am setting up multiple regional business directories for nearby cities. I want to have two separate domains running off of the same database so that they will share the same basic content (same posts and some pages) while having a few distinct static pages (home page, local info pages). The layout will even be exact with the exception of color scheme.

What would be the best way to achieve this?
