2 issues with @mentions

Hi there,

I found two funny issues which are maybe related, so I post them together.

When @mention is used in the forum you get mail – that works. But:

1: When typing “@” a box does not popup to select a user to tag on all accounts >>

2: notification only works of admin, not for users:
User sees: https://cl.ly/37a88278fad5 (no notification after @mention in forum)
Admin sees: https://cl.ly/0c3f7bf9dd08

I have done plenty of testing but can’t seem to figure out why it happens. Hopefully you can be of help.
