2 rates showing at checkout

We only want the most expensive shipping option to display at checkout in our case.
As you can see from the screen shots below, at checkout the cheaper shipping method is displaying, and we want it so that if a certain single item is purchased (set up as single item shipping class – using a flat rate for small package rate which we can offer for small items), then it can be shipped at $2. But if the customer screws up or misunderstands and adds a bunch of other things to the cart, then this is no longer a single item order. Therefore, the cart should just show the regular Canada Post price and NOT the single item option.
Can you tell me how to set this up?
I have included screenshots for the two package types, but essentially the checkout is doing the same thing it was doing before this plugin was added.
