2.3.2 Dashboard error

Hi all and sorry,but my english′s very bad.
For some hours I have been having this error in Dashboard (check using “firebug”):
index.php line 23
jQuery fuction is not defined

And code is:

Result:
-Dnt show news and incomming links in dashboard.

Anyone can help me?
