What does 2.7 require that 2.6 doesn’t?

I spent a few hours trying to get 2.7 installed on a Windows system…I know, but continue reading ??
The server meets the php and mysql requirements for wordpress as stated in the docs. Here is basically what happens.
1. FTP WP files…check…
2. Create db and user…check…
3. Connect to WP install page through browser…check…
4. Get the screens to Name Blog, Enter email address…check…
5. Get the screen displaying admin username and password…check…Here is where things fall apart…
6. Click to login…blank screen…
7. Click to view homepage of blog…blank screen…Basically, nothing works after I get the admin user and password. I check the db and all tables are set-up correctly. File and directory permissions and ownerships are all good.
The real strange thing is this, I can install WP 2.6.5 and it works fine. I even tried installing 2.6.5 and then upgrading that to 2.7…just get a blank screen at login and homepage of blog.
Clearly, 2.7 requires something that 2.6 doesn’t…anyone know what that might be?? I can’t find anything about this in the docs or forums.
